Executive Order 14247, Modernizing Payments To and From America’s Bank Account, mandates that the federal government transition to electronic payments for all federal receipts and disbursements, including those to and from TTB. Under E.O. 14247, TTB will stop issuing paper checks for disbursement. This includes tax refunds and drawback claims. This initiative also includes the phased elimination of paper-based collections, such as paper checks and money orders, and transitioning to electronic payments. As explained in the E.O., these actions aim to strengthen payment security, improve accessibility, reduce costs, and modernize government financial operations.ELP2: When will the electronic payment mandate take effect?
As required under Executive Order 14247, effective September 30, 2025, TTB will stop issuing paper checks for refunds and drawback. In addition, as soon as practicable, TTB will stop accepting paper-based payments, such as paper checks and money orders, and will require that all industry members make payments electronically.ELP3: How will I get my refund if paper checks are eliminated?
TTB will deposit refunds or drawback payments electronically into your bank account. For TTB to deposit refunds or drawback payments electronically into your bank account, you must provide banking information. For CBMA Import Claims through myTTB, you can find instructions on how to add your banking information at Craft Beverage Modernization Act (CBMA) Import Resources under myTTB System User Guides, Banking Interface for CBMA Importer Claims. For all other claims, you can add your banking information to the following TTB forms:- 5620.8 – Claim – Alcohol, Tobacco, and Firearms Taxes, which you may submit online
- 5110.30 – Drawback on Spirits Exported
- 5120.24 – Drawback on Wine Exported
- 5130.6 – Drawback on Beer Exported
- 5620.7 – Drawback of Tax on Tobacco Products, Cigarette Papers, and Cigarette Tubes
